Meeting of the Transport Infrastructure and Logistics policy group

The BPCC's Transport Infrastructure and Logistics policy group met on 10 June at the British Polish Business Centre for a meeting with Zbigniew Rynasiewicz , under-secretary of state in the Ministry of Infrastructure and Development.

Mr Rynasiewicz was accompanied by the directors of the departments looking after Poland's roads and railways at the ministry. Also present at the meeting were directors from Poland's highways agency, GDDKiA and from the railway infrastructure operator PKP PLK.

This meeting was an important opportunity for BPCC members to hear directly from the minister directly responsible for the roll-out of Poland's transport infrastructure projects at the beginning of the EU's 2014-2020 financial perspective. Participants heard that the general split between road and rail would be 60/40 in favour of roads, which compared to 87/13 in the 2007-2013 budgeting round.

There was a discussion about the procurement process, and the welcome shift away from price being the only selection criterion. The division of risks was also discussed.

Mr Rynasiewicz mentioned the Forum Inwestycyjny (investment forum), a public-private body set up to discuss issues affecting infrastructure investments, and invited BPCC members to join in the Forum's deliberations.

Other issues that were discussed during the meeting included:

  • Models of financing these investments, including PPP
  • Implementation of the FIDIC system in project contracts
  • The perspective of implementing the BIM (Building Information Modelling) system in projects
